JD(S) BECOMES ‘BIG BROTHER’ IN KARNATAKA COALITION

BENGALURU: While the Congress may have two-third of the cabinet portfolios vis-a-vis its coalition partner JD(S) in the Karnataka government, the regional party is all set to become the “big brother” as it has bagged the plum portfolios in the deal reached between the two parties.
Out of 34 portfolios, the 12 which the JD(S) has got under the deal, traditionally receive sizeable budgetary allocations every year. The JD(S) has managed to secure the big four portfolios of finance, public works department (PWD), excise and energy.
The portfolios also give the party considerable control over revenue collection which comes via excise and transport department and expenditure which happens through PWD and energy departments.
AICC general secretary and Karnataka in charge KC Venugopal, while explaining the discussions which went behind the portfolio divisions hinted that finance portfolio was the biggest hurdle between the coalition partners. It was finally settled after AICC president Rahul Gandhi agreed to hand it over to chief minister H D Kumaraswamy.
Meanwhile, the other stumbling block in portfolio allocations, which was rumoured to be sought by Congress troubleshooter D K Shivakumar, the energy department has also been given to the JD(S) thereby giving the regional party a bigger responsibility in the coalition government.
The other big portfolios, to be bagged by the JD(S), includes education, transport, co-operation and information departments.
In education, the JD(S) has agreed to leave out medical education department for the Congress party while holding on to primary, secondary and higher education portfolios.
In transport, the coalition government has not spelt out on whether the Metro rail corporation will be included or not.
The party has also managed to bag the co-operation department which gives the JD(S) control of all co-operative societies in the state.
The JD(S) has also managed to wrest control of agriculture allied portfolios including animal husbandry, fisheries, horticulture and sericulture.
The Congress, which has secured a majority of its assets including JDS, including the finance ministry, has now given a full-time chief ministerial post to the JDS. And both parties have decided to continue the alliance until 2019 Lok Sabha elections.
The decision was taken at a meeting at Hotel Ashoka on Friday. Addressing a press conference after the meeting, state Congress chief KC Balakrishnan told reporters here. Venugopal, HD for the next 5 years Kumaraswamy declared himself the chief minister.
Also Jr. All ministers will be sworn in on 6 pm.
The Congress and the JDS alliance will continue in the state in the Lok Sabha elections in 2019, he said.
Siddaramaiah is the president of the Coordination Committee
Former CM Siddaramaiah has been accused of being cornered by the coalition government. But the Coordination Committee has been constituted for the coalition government, which has been appointed by former CM Siddaramaiah.
At a time-time committee meeting, the responsibility of discussing and managing the government’s various schemes and administrative matters is given. Chief Minister Kumarswamy, Dr. G. Parameshwar, K.C. Venugopal, Kunwar Dinesh Ali (convener) will be in the panel.
CM Kumaraswamy said that the Congress and the JD (S) will discuss the election manifesto and make a common minimum program from the people’s well-being.
